State lawmakers finally come to an agreement on drug laws. Possession of a controlled substance will soon be a gross misdemeanor, and the legislature created the new crime of public drug use. Both are punishable by up to 180 days in jail.

While the governor and most lawmakers are celebrating passage of the bill as a bipartisan success, some are deriding the move as a significant step backward.
