(OLYMPIA, Wa) – The State Office of Independent Investigations is charged with investigating fatal police shootings. The idea is to have an impartial agency responsible for determining what happened, and not a police department that is likely to have a conflict of interest. But several years in, the OII is barely up and running. We’ll talk to the agency’s director.
